Okay, what part of that is not crystal clear? Could two grown human adult native-language speakers simultaneously and independently misconstrue that to mean something other than what it says on its face?

Clear as a bell, but more is needed
Your clip is just the motion, no discussion before or after. Your point is that there's nothing to support the statement by a couple of committee members that they thought they were voting for nothing more than for the council and the school committee to work together. Well was there discussion beforehand that ~might~ lead a committee member to think they were talking about working together? was there discussion after the motion that might support their statement?
I guess I'm asking if the one clip you show of just the motion, clear as a bell to me, leaves room for the typical politicians excuse that it was "taken out of context"
